For some reason, my Windows 7 installation thinks “, ~, ‘ those three characters are “Dead Key” characters. I am not even sure exactly what that means but all I know is if I want to type those characters, I have to type them twice because the first key press, it does nothing and the second key press gives me 2 of the same characters. Now, most of the time I only want to use a single ~ character, so I have to backspace delete the extra one. It is freaking annoying!
Luckily I found someone came up with a hack online. To solve this issue, Mr. Freeman ended up having to create a whole new US International Keyboard Layout that doesn’t contain any “Dead Keys”. Installing it resolved my issue. He was kind enough to share his solution here for download or here is a copy I downloaded from him.
